Big week for Latvian fintech: four licences for Noah, Neverless and Atrya

On 30 September, the Supervision Committee of Latvijas Banka signed off on a batch of authorisations that makes this a big week for the Latvian fintech ecosystem.

Noah LV SIA walked away with two licences. Neverless SIA and Atrya Technologies SIA took one each. Latvijas Banka announced the decisions in three separate press releases.

Noah gets two licences at once

Noah LV SIA now holds a licence for the provision of crypto-asset services and a licence to operate as a payment institution. Latvijas Banka approved both on the same day.

The crypto licence covers four services. Noah can provide custody and administration of crypto-assets on behalf of clients, exchange crypto-assets for funds, execute orders for crypto-assets on behalf of clients and provide transfer services for crypto-assets on behalf of clients.

The payment institution licence authorises Noah to execute payment transactions, credit transfers and standing orders.

Neverless adds payments to crypto

Neverless SIA is a returning name at Latvijas Banka. The company obtained its licence for the provision of crypto-asset services in May 2026.

On 30 September it added a licence to operate as a payment institution. The payment service authorised under that licence is the execution of credit transfers and standing orders. Neverless now holds both a crypto-asset services licence and a payment institution licence from the same regulator.

Atrya gets its crypto-asset licence

Atrya Technologies SIA received a licence for the provision of crypto-asset services. It covers two services: custody and administration of crypto-assets on behalf of clients, and exchanging crypto-assets for other crypto-assets.

Atrya obtained the licence under the requirements of the EU’s Markets in Crypto-Assets Regulation (MiCA). That means it can provide its services throughout the EU under the cross-border notification mechanism.

One licence, the whole EU

Under MiCA, a crypto-asset service provider authorised in one EU country may provide services throughout the EU.

Latvijas Banka has now issued MiCA licences to 12 companies since the unified EU legal framework for the crypto-asset sector entered into force. Thirteen companies in Latvia hold a payment institution licence.

Latvijas Banka publishes the list of its authorised crypto-asset service providers on its website. The European Securities and Markets Authority (ESMA) maintains the EU-level list of crypto-asset service providers.

What Latvijas Banka offers applicants

Latvijas Banka points companies seeking a licence to its licensing guides. The guides set out the licensing process and requirements, including which documents to prepare and submit and the deadlines for reviewing applications.

For crypto businesses, Latvijas Banka has also published an overview of how crypto-assets are classified within the MiCA framework. It explains which crypto-assets fall under the MiCA Regulation and which are subject to other types of legal acts.

Applicants can also request a pre-licensing consultation. During these sessions, Latvijas Banka’s experts give guidance on the applicable legal framework and run an initial assessment of the company’s compliance with regulatory requirements. According to Latvijas Banka, working together at the pre-licensing stage helps companies prepare high-quality licence applications and keeps the licensing process running smoothly.

Consultation requests can be submitted via Latvijas Banka’s website.
